Economic Development Strategy
The Winton Shire Council Economic Development Strategy 2025-2029 was adopted by Council in August 2025. The Strategy sets the course for continued economic development across the region, identifying and elevating our many strengths. Economic growth is underpinned by a resilient and engaged community. This Strategy builds upon Winton Shire’s robust foundations in local business and industry to deliver sustainable economic growth and unlock significant opportunities for future investment.
Supporting the Economic Development Strategy is the Implementation Plan which Council is delivering in collaboration with key stakeholders.
Winton Shire Council Industrial Estate – Stage 2
Supporting Local Growth and Creating Opportunities
Winton Shire Council is proud to announce the progression of Stage 2 of the Winton Industrial Estate, a key development of Council’s Economic Development Strategy 2025-2029. This project is designed to support the private sector and stimulate economic growth in our region.
This exciting project is proudly funded by the Queensland Government through the Works for Queensland program, in association with Winton Shire Council. The development is strategically located on the Kennedy Development Road, offering excellent access for transport and logistics.
Key Features:
- Industrial lots ranging from approximately 5,400m² to 7,400m²
- Road construction, water, power, streetlighting, and NBN connectivity included
- Ideal for a wide range of industrial and commercial uses
- Designed to accommodate future growth and investment
Construction and Availability: Construction works are currently underway. The project includes all essential infrastructure to ensure the estate is ready for businesses to hit the ground running. It is anticipated that the first release of industrial lots will be available in the first half of 2026. Council will continue to provide updates as development milestones are reached.

Council has recently release our Film Prospectus which showcases the strengths of Winton has a film-making destination. Winton has hosted a wide array of productions over a number of years spanning a diversity of genres. Many of these films have received multiple nominations and awards in Australia and globally.
