Coronavirus Update #2


Winton Shire Council is closely monitoring the impacts to the community resulting from the Novel Coronavirus (Covid-19) restrictions, including the stage one restrictions that began today. Winton Shire Council will be implementing changes to Council services that will limit non-essential social gathering in our community. We ask that the community support these initiatives and continue to practice good social distancing and hygiene practices in our community.

Social Distancing:

Council encourages all residents to continue to practice social distancing to protect the health and wellbeing of our most vulnerable. The advice from Central West Hospital and Health Services is if you are experiencing symptoms such as a cough, sore throat, fatigue or shortness of breath to call 13HEALTH (13 43 25 84) for information on next steps. If you are advised to proceed to your local GP or hospital, please call ahead. For those that may need to self-isolate, our business community have already responded with a number of support mechanisms. We commend the proactive actions of these organisations and ask that everyone support the reasonable measures being put in place to ensure essential goods and services can be accessed by all members of the community. 

Restrictions for Registered and Licensed Clubs and Pubs

Registered and licensed clubs, and licensed premises in both hotels and pubs are closed from midday today (23 March 2020). These measures also apply to outdoor spaces associated with the above venues. Off-licensed parts of these venues are excluded, this includes bottle shops and accommodation areas which can remain open. Take away meals and liquor can continue to be purchased.

Cafes and Restaurants

Restaurants and cafes will be restricted to takeaway service and deliveries only from midday today (23 March 2020). Many local businesses have already removed seating in dining areas to implement this restriction.

Entertainment Venues

Indoor entertainment venues and cinemas must close from midday today (23 March 2020). These measures also apply to outdoor spaces associated with these venues.

Indoor Sporting Venues

Indoor sporting venues, which includes the Winton Gym and Squash Courts, will be closed until further notice. There is no information to suggest that outdoor venues such as the golf course should be closed at this stage. Further information on this may be available later in the week following a meeting of the Golf Queensland Board.

Places of Worship & Funerals

Funerals, religious gatherings, and places of worship in enclosed spaces are not permitted other than very small groups where the 1 person per 4 square metre rule applies.

Travel Restrictions

The Australian Government recommends against any non-essential domestic travel, furthermore the recommendation from the State Government is, where possible, stay in your neighbourhood.

Library Services

The Library will remain open as a take-away service only. This means you can visit the library and select resources to take home. Customers can also request books online, or by phoning the library and arrange for these resources to be collected or delivered. Loan periods will also be extended where needed. The computer lab will be closed until further notice. Toys will be removed from the library and storytime will be cancelled until further notice. Customers who are unwell should not visit the library. Returned books will be thoroughly disinfected prior to being recirculated.


The swimming pool will be closed until further notice.

Parks and Sporting Fields

Parks and sporting fields will remain open.

Hire of Council Facilities

Hire of Council facilities will only be approved for essential services, such as visiting allied health services. All hire of facilities for non-essential services, e.g. meetings, dance lessons will be cancelled until further notice to ensure the safety of our staff and all users.

Aged Care Services

There are currently no changes to home care services. Controls will be put in place to protect our elderly. Daily temperature checks will be required for personal care attendants providing Home Care services.

60’s and Better

60’s and Better program gathering will be cancelled until further notice. Services users will continue to be supported under a modified program format that does not require social gatherings.

Youth Centre

The Youth Centre will be closed until further notice. Youth will continue to be supported under a modified program format that does not require social gatherings. The details of this are currently under development. Youth support services and case management is still available from the Neighbourhood Centre.

Garden Club

Garden Club has been cancelled until further notice.


Non-essential in-person meeting with Council staff have been cancelled until further notice. Teleconference and Video’s services are available.

Council Service Centres

The Council Administration office, and Depot will remain open. The Winton Neighbourhood Centre will remain open to provide access to Centrelink, support services and allied health services.

Please practice good hygiene and social distancing if visiting our service centres. Measures are in place at these facilities to ensure your safety, such as hand sanitiser and additional cleaning measures. If you're feeling unwell, or need to isolate yourself at home, please don't visit our facilities. Community members can call to discuss alternative arrangements to access Council services if you are unwell or isolated.

Waltzing Matilda Centre

The Waltzing Matilda Centre and Outback Regional Gallery have been closed as of midday today. Visitor Information Services will continue to be delivered from this venue.

Child Care:

Little Swaggies Child Care will remain open to ensure parents and carers can continue to support the delivery of essential services. Daily temperature checks for staff and children will be implemented as an additional safety precaution.  It is very important that children and their parents who are unwell do not attend the centre. Parents will be called immediately to collect children if they are unwell.

Non-Essential Public Gatherings:

Winton Shire Council supports the restrictions on non-essential public gatherings and has made the difficult decision to cancel or postpone community events until 28 August 2020 (pending further advice from government sources). This means Council will not be hosting, and will not support, any non-essential public gatherings until further notice.

Support for Businesses:

With visitor numbers to our community likely to be impacted by the Novel Coronavirus for some time, we ask the community to get behind local businesses and make the extra effort to buy local. Businesses should also be aware of government support that may be available to them.
